1.Determine What Type of Business to Start - To figure out what type of business you want to start, create a list of things you’re passionate about. For example, yoga, personal finance, dogs, movies, food, and clothing.

Foreign investors must obtain the approval of the General Directorate of Residency and Foreigners’ Affairs before getting the initial approval.

8. MOA and LSA - Depending on the legal form of a business, a completed and signed Memorandum of association (MoA) or a local service agent agreement (LSA) of the business is required. The memorandum of association is required for the following business legal forms:

• Private joint stock company (PrJSC).

9. Collect the business license - After completing the above steps, investors can collect the business license from service centers of the economic departments or through their websites.

The following documents are required for getting a license for all legal forms:

• Initial approval receipt and all the previously-submitted documents
• Copy of the lease contract duly attested by the Real Estate Regulatory Agency (RERA) in Dubai
• Duly attested memorandum of association (for all types of companies)
• Approvals from other government entities concerned, as may be required
• Duly attested service agent contract (for civil establishments and companies that are 100% owned by non-GCC nationals), the UAE involving a local service agent.

UAE allows 100% Foreign Ownership in Mainland; The effective date and activities included

The UAE government has announced that the amended Commercial Companies law offering 100 percent ownership to foreign investors on UAE mainland will come into effect on June 1st, 2021. The government has also announced the categories that will become under the amended law.

“The amended Commercial Companies Law aims at boosting the country’s competitive edge and is a part of UAE government efforts to facilitate doing business,” said His Excellency Abdulla bin Touq Al Marri, Minister of Economy.

“We’re now at the point where these reforms are being actively rolled out and implemented. Its significance cannot be understated in the context of the country’s business and commercial landscape. It is exciting news for the business community, and it will no doubt be of interest to both existing mainland companies and to those thinking of starting a business in the UAE,” he added.

Agriculture; manufacturing; transport and storage; hospitality and food services; information and communications; science and technology; healthcare; education; art and entertainment; and construction are some of the major categories that are included in the ‘positive’ list. Certain conditions must be met to be included in the ‘positive’ list, in the case of certain activities.
